Introduced the Taxpayer Protection Act- Congresswoman Torres is standing up for California by introducing the Taxpayer Protection Act to prevent Donald Trump and his administration from subjecting California, and other donor states, to political across the board funding cuts. The legislation ensures that Californians’ federal tax dollars are not misspent by establishing the Donor State Protection Trust Fund, a special Treasury account designed to balance donor states federal tax contributions against the federal funding it receives. It requires independent verification and protects against politically motivated funding cuts.

Casework
Our office worked on 109 cases with United States Citizenship and Immigration Services resulting in favorable results (usually an approved application) from January 2025 to now. Our largest application categories were Form I-485, Application to Register Permanent Residence or Adjust Status (used by lawful residents to apply for a green card) and Form I-765, Application for Employment Authorization.
From January 2025 to now, our office has opened 291 new cases for constituents seeking assistance with immigration applications.

Work with Detainees
Rep. Torres initiated contact, maintained regular visits, and tracked the cases of 32 constituents who had been taken into DHS custody since January 2025.
Casework Programs
“Pláticas” connects residents with trusted immigration support services, including legal assistance, citizenship help, and language and worker rights programs. Local partners shared free or low-cost resources and encouraged continued community outreach to support immigrant families. This weekly (turned monthly) webinar was conducted in Spanish and provided resources to constituents who usually do not get access to events and information sessions, as well as an opportunity to ask questions directly to professionals in several topic areas.

Immigration Workshops educated constituents and community members about “Know Your Rights” information, local resources, and office services, particularly about the federal casework process and how it can be used to assist in the instance someone is detained. Our team encouraged attendees to pre-fill out our authorization form and share copies with their friends and loved ones. We also reviewed the purpose of other useful DHS forms, all of which are shared in our immigration resources packet. In 2025, we hosted 5 presentations with several organizations who requested these workshops.
Mobile Office Hours are temporary, rotating events where government officials' staff visit various community locations to help constituents. They are a way for people to get assistance with issues related to federal or state agencies, express their views on legislation, or get help with specific casework, without having to travel to a main district office.

- June 18th: Rep Torres meets with two constituents navigating the US Immigration system to acquire refugee status.

- July 9th: Rep Torres visited the Surgical Eye Center in Ontario to offer support and services after ICE forced their way into the building.
- July 11th: Rep Torres attempted to visit the Adelanto ICE Processing Center to conduct oversight and a welfare check on her detained constituents.
- July 11th: When ICE used a padlock to keep her out, Rep. Torres brought local leaders, media outlets, and community members to Adelanto to demand accountability and to bring to light the illegal activities of ICE in barring congressional oversight.
- July 11th: Rep Torres submitted formal notification of a congressional oversight visit for the following week to ICE.

- Oct 30th: Rep Torres visits local hospitals and the site of where an Ontario man was shot by DHS agents. Following the site visit, she engaged with the family to investigate his whereabouts and to provide assistance with federal resources.
- Nov. 1st: Rep Torres schedules an appointment with the Sherriffs West Valley Detention Center in an effort to meet with the Ontario citizen who was shot.
- Dec 4th: Staff return to Adelanto to check on the well being of detained constituents of the Congresswoman.
- Dec 19th: ICE cancels a previously scheduled oversight visit of the facility by Rep Torres.

A well-informed community is our strongest defense, because knowing our rights, sharing accurate information, and standing together strips ICE of fear as a weapon and empowers people to protect themselves and their neighbors. To help inform Inland Empire residents of their rights, Rep. Torres delivered immigration resource packets, know your rights cards, and “ICE Off My Property” signs to 427 local businesses.
