Statement from Congresswoman Torres on Judge Kindred Judicial Misconduct and Abuse

Washington, DC — Congresswoman Norma Torres (CA-35) – released a statement following the release of information from the Ninth Circuit on investigating U.S. District Judge Joshua M. Kindred of the District of Alaska on judicial and sexual misconduct abuse towards clerks. 

No American should suffer sexual misconduct, abuse, or harassment while on the job, yet it continues even in the halls of our judicial system – that must end now,” said Congresswoman Norma Torres. “Federal judges make decisions that affect every American's life and therefore must be held to the highest standards of integrity and ethical conduct. U.S. District Judge Kindred of Alaska is just one example of judges who abuse their power, engage in sexual misconduct towards their subordinates, and create a hostile work environment within the courts.” 

“That is why I have been calling on the federal judiciary to establish a transparent and trustworthy system to prevent abuse and encourage victims to feel safe coming forward. Judge Kindred knew his conduct was unethical and wrong yet took comfort in an employment environment that rewards silence and fear. I applaud the Ninth Circuit for their role in investigating this incident and the Judicial Conference for making this report public, but this incident highlights the need for more effective, front-end training for judges as well as support for law clerks who are often the first to witness such misconduct. The Judiciary must embrace transparency, always release these decisions and publicize data on their protocols to prevent workplace misconduct. In Congress, I will continue to use every tool at my disposal, including the power of the purse, to protect judicial employees and bring transparency to the Judiciary.”
