Congresswoman Torres Introduces International Artificial Intelligence Research Partnership Act of 2024

Washington, D.C. — Today Congresswoman Norma J. Torres (CA-35) – a member of the House Appropriations Subcommittee on State and Foreign Operations introduced the International Artificial Intelligence Research Partnership Act of 2024, legislation that expands the long tradition of building partnerships between U.S. cities and cities around the world, funding Artificial Research Partnerships to ensure the next generation of AI tools enhance security, protect democracy, increase economic abundance, and retain respect for the dignity of each human life. 

“In order to lead and ensure AI remains a tool for good around the globe, the U.S. must foster and strengthen international collaboration and partnerships for the research, development, and eventual implementation of artificial intelligence, especially as AI technologies penetrate more deeply into daily life,” said Congresswoman Norma Torres. “I introduced the International Artificial Intelligence Research Partnership Act because the United States must never cede its global leadership when it comes to disruptive technologies. This legislation seeks to cultivate and expand the research and development of artificial intelligence to ensure new AI tools and real-world applications adhere to the shared values of the United States and its allies and in so doing contribute to security, uphold democratic principles, foster economic prosperity, and sustain the dignity of every human life.”

Background: The International Artificial Intelligence Research Partnership Act of 2024 would:

  • Offer guidance and assistance to cities in the United States interested in establishing international partnerships for artificial intelligence research and resources.
  • Promote and facilitate the development of collaborative artificial intelligence research initiatives between U.S. cities and their global counterparts.
  • Ensure that partnerships and related activities align with the foreign policy and national security interests of the United States.
  • Coordinate with the Director of the National Science Foundation to align partnership activities with the research priorities of the United States in artificial intelligence and utilize the National AI Research Resource.
