FY25 Appropriations Requests
Overview
Chair Cole announced that the House Committee on Appropriations will be accepting Community Project Funding (CPF) requests from Members. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for Fiscal Year 2025 and there is no guarantee that all requested projects will be funded. The FY2025 CPF process has a limited scope with combined earmarks capped at 0.5% of all discretionary spending and eligible accounts restricted. A request submitted by Congresswoman Torres to the Committee does NOT guarantee the project will be funded.

Community Stewardship
CPF rules include a variety of requirements to prevent waste, fraud, and abuse. These projects must follow all relevant federal requirements that support good stewardship of taxpayer dollars. Recipients may not change the project once the CPF has been signed into law by the President. The Government Accountability Office (GAO) will conduct an independent audit of a sample of enacted projects and report its findings to Congress.
Transparency
The final 15 requests submitted by Congresswoman Torres to the Appropriations Committee are posted below. Members are required to certify that neither they nor their immediate family have a financial interest in the requests made.
Eligible Projects
Only state and local government entities, public institutions, and nonprofit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Each submission must be for FY2025 only and cannot include multi-year funding requests. Additionally, each project has a clear federal nexus outlined in the letters included below. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.
Project Requests
In alphabetical order, below are the fifteen projects Congresswoman Torres has submitted to the House Appropriations Committee:
Project Title: Chino Basin Advanced Water Purification Demonstration Facility
Proposed Recipient:Inland Empire Utilities Agency

Requested Amount: $3,000,000
Explanation of Request: The project will go towards the construction of the Inland Empire’s first ever Advanced Water Purification Demonstration Facility, increasing water supply resilience and reliability through enhanced water quality and availability.
Project Title: Chino Benson Emergency Power Generator Project
Proposed Recipient:City of Chino
Address: 13220 Central Avenue, Chino, CA, 91710
Requested Amount: $3,414,750
Explanation of Request:Project will provide emergency power for critical water infrastructure during a Brown Out or natural disaster that cuts off power to Chino. The existing 5,000-gpm capacity Benson WTF is a centralized facility located at 11840 Benson Avenue, Chino, CA which incorporates State-approved and recommended Ion Exchange and Granular Activated Carbon technologies for the removal of various contaminants from locally produced groundwater. Also located at the site are Wells 5 and 9 which supply water to the Benson WTF. Additionally, four booster pumps with a combined 140-HP and pumping capacity of 3,500-gpm are located at the Benson site that pumps the treated water into the potable water distribution system for delivery to the community. The needed power generator equipment would be designed to power the treatment facility, booster pump station, and both onsite wells. Project provides resiliency to the City’s ability to provide drinking water to 44,000 residents and over 3,600 existing local businesses during a Brown Out or lengthier black out, ensuring that all members of the community, including persons who are disadvantaged, are able to access drinking water.
Project Title: Chino Valley Innovation Center
Proposed Recipient: City of Chino

Explanation of Request: The project would be a valuable use of taxpayer funds because it would serve as a catalyst for economic revival and entrepreneurial growth by empowering entrepreneurs with tools, mentorship, co-working spaces, and financial resources to transform visions into thriving businesses.
Project Title: City of Upland Campus Avenue Storm Drain Improvement
Proposed Recipient:City of Upland
Address: Located throughout Campus Avenue from Arrow Highway to Foothill Boulevard, and 11th Street from Fourth Avenue to Campus Avenue.
Requested Amount: $6,332,027
Explanation of Request: The project will reinforce the concrete storm drain pipeline, catch basins, local depressions, and storm drain laterals in order to mitigate flooding from local residential homes, schools, and businesses.
Project Title: Cypress Grove Supportive Housing
Proposed Recipient: City of Fontana
Address: 8425 Cypress Ave, Fontana, CA, 92335
Requested Amount: $4,000,000
Explanation of Request: The project will directly reduce homelessness in the City of Fontana based on data provided by the Department of Housing and Urban Development’s Point-In-Time survey and reduce reliance on costly emergency services such as hospitals, prisons, and jails.

Proposed Recipient: City of Eastvale

Explanation of Request: The project will provide access to information and resources, supporting literacy and education, promoting lifelong learning, and serving as a community gathering space.
Project Title: Eastvale Police Station

Explanation of Request: The project will reduce and prevent crime, improve response times, build community trust, enhance emergency preparedness, and elevate quality of life.
Project Title: Los Serranos Floor Protection Project
Proposed Recipient:City of Chino Hills
Address: 15799 Monterey Avenue, Chino Hills, CA, 91709
Requested Amount: $1,600,000
Explanation of Request: The project will provide the necessary flood protection by capturing stormwater and discharging it into a new storm drain system.
Project Title: Montclair Transportation Center
Proposed Recipient: City of Montclair
Address: 5091 Richton Street, Montclair, CA, 91763
Requested Amount: $3,600,000
Explanation of Request: The project will provide additional transit amenities to the Montclair Transportation Center encouraging the use of public transportation in a region that lacks sufficient options.
Project Title: Monte Vista Water District Pipeline Replacement Project
Proposed Recipient:Monte Vista Water District
Address: 9 miles of water distribution pipelines in Montclair, CA.
Requested Amount: $17,040,000
Explanation of Request: The project will address issues associated with our aging pipeline infrastructure to prevent pipe leaks and flow restrictions.
Project Title: Ontario, Section 219 CA
Proposed Recipient: City of Ontario
Address: 303 East B Street, Ontario, CA, 91764
Amount: $3,200,000
Explanation of Request: The project will build out approximately 13 miles of recycled water infrastructure. The project will be providing metered recycled water to extensive publicly owned landscaped areas.
Project Title: Ontario-Montclair School District’s Safer Schools Initiative
Proposed Recipient: Ontario-Montclair School District
Address: 950 West D Street Ontario, CA 91762
Requested Amount: $2,000,000
Explanation of Request: The funding will be used to fully construct and operationalize an integrated access control system for 6 middle schools as well as entry point security systems at all 33 school sites in the school district. The project is a good use of taxpayer funds because it will promote public safety and ensure K-8 schools, in collaboration with local law enforcement agencies, are best equipped for school safety infrastructure improvements.
Project Title: Pomona Sustainable Multimodal Improvement Project (SMIP)
Proposed Recipient: San Gabriel Valley Council of Governments
Address: North Garey Avenue (Harrison Avenue to Arrow Highway), Bonita Avenue (Garey Avenue to Fulton Road), Arrow Highway (White Avenue to Mountain Avenue), and Downtown Pomona.
Amount: $3,000,000
Explanation of Request: The project will provide regional connectivity and provide first/last mile connections to the A Line extension and active transportation improvements through the Eastern San Gabriel Valley.
Project Title: Unincorporated Fontana Arrow Route Intersection Widening Project
Proposed Recipient: County of San Bernardino
Address: Arrow Route and Lime Avenue intersection in the unincorporated area of Fontana.
Amount: $3,532,000
Explanation of Request: The project will implement necessary safety improvements for pedestrians, vehicles, and nearby businesses and homes by fixing the sidewalks, signage, and signalization to improve the flow of traffic.
Project Title: Vista Verde II
Proposed Recipient: City of Ontario
Address: 905 E. Holt Blvd, Ontario, ca, 91761
Amount: $1,000,000
Explanation of Request: The project will establish necessary affordable housing, promote job opportunity through construction and operations, and spur sales tax revenue generated by the new residents patronizing at community businesses.
