Inland Empire Community Project Funding Requests for FY2023

Overview

Chairwoman Rosa DeLauro announced that the House Committee on Appropriations will be accepting Community Project Funding (CPF) requests from Members. This is in addition to the standard programmatic and language-based requests. Each Member is limited to no more than 15 Community Project Funding requests across all subcommittees for Fiscal Year 2022 and there is no guarantee that all requested projects will be funded. The FY2022 CPF process has a limited scope with combined earmarks capped at 1% of all discretionary spending and eligible accounts restricted to those listed in the table below. All project sponsors must comply with all relevant federal laws and regulations. A request submitted by Congresswoman Torres to the Committee does NOT guarantee the project will be funded.

Transparency

All requests submitted by Congresswoman Torres to the Appropriations Committee are posted below. Members will be required to certify that neither they nor their immediate family have a financial interest in the requests made.

Eligible Projects

Only state and local government entities, public institutions, and non-profit entities are eligible to submit and receive funding through CPF. Funding cannot be directed to for-profit entities and will not include waivers for State or local match requirements. While matching funds do not have to be in-hand prior to the request, requesting entities must have a plan to meet such requirements for the project to be viable. Additionally, each submission must be for FY2022 only and cannot include multi-year funding requests. The Committee will only consider projects with demonstrated community support in the form of: letters from local elected officials; press articles highlighting need; support from newspaper editorial boards; mentions on State intended use plans, community development plans, or other publicly available planning documents; resolutions passed by city councils or boards; etc.

Project Requests

In alphabetical order, below are the fifteen projects Congresswoman Torres has submitted to the House Appropriations Committee.

Project Title: Active Seniors on the Go

Proposed Recipient: City of Ontario

Address: 303 E. B Street, Ontario, CA 91764

Requested Amount: $439,094

Explanation of Request: The funding would be used to expand health, wellness, nutrition, food distribution, and transportation services for seniors in the city. This project is an appropriate use of taxpayer funds because it increases programming opportunities for the city's senior community, while also expanding meal and transportation services for seniors that are most in need.

Proposed Recipient: Empowering Success Now

Requested Amount: $532,500

Explanation of Request: The funding would be used to expand access to educational services for students, like academic tutoring, college and career readiness guidance, and introduction to new technologies. The project is an appropriate use of taxpayer funds because it would expand access to needed academic assistance, technology, and enrichment classes to help students achieve academic success.

Requested Amount: $4,000,000

Explanation of Request: The funding would be used to complete 106 units of affordable housing for very-low income and low-income person and families to help address housing needs in the Inland Empire. The project is an appropriate use of taxpayer funds because it would expand access to affordable housing for working families.

Requested Amount: $1,000,000

Explanation of Request: The funding would be used to create essential infrastructure improvements to enhance pedestrian access and safety, promote public safety, and support economic development in downtown Upland. The project is an appropriate use of taxpayer funds because it will promote development, commerce, and job growth in a disadvantaged area.

Requested Amount: $4,000,000

Explanation of Request: The funding would be used to update and expand the existing La Casita building to create a state-of-the-art facility for teens. The project is an appropriate use of taxpayer funds because it will expand and upgrade facilities dedicated to youth, and help provide them with opportunities to recreate, study, and learn safely.

Project Title: Mobile Medical and Mental Health Clinic

Proposed Recipient: Health Service Alliance- Montclair Community Health Center

Requested Amount: $300,000

Explanation of Request: The funding would be used to purchase and equip a mobile van health clinic to expand access to care for patients in communities facing difficulties accessing medical and mental health care. The project is an appropriate use of taxpayer funds because it would improve community health by increasing resources to individuals who may have transportation barriers to care.

Proposed Recipient: City of Montclair

Requested Amount: $800,000

Explanation of Request: The funding would be used to purchase body-worn cameras and related data server systems to be used by police officers during contact with residents and visitors to the Montclair community. The project would be an appropriate use of taxpayer funds because it would help improve the performance of officers and the conduct of community members.

Project Title: Pacific Electric Trail Improvement Project

Proposed Recipient: City of Fontana

Address: 8353 Sierra Avenue, Fontana, CA 92335

Requested Amount: $2,350,000

Explanation of Request: The funding would be used to install drought tolerant landscaping, exercise equipment, seating areas, and education signage along Segment 1 of the Pacific Electric Trail in Fontana.

The project would be an appropriate use of taxpayer funds because it will increase active transportation and enhance non-motorized safety by better linking underserved communities and neighborhoods with key destinations including jobs, schools, shopping, parks, other trails, and restaurants.

Project Title: Pomona Area Fire Stations Emergency Medical Services Improvement

Proposed Recipient: Los Angeles County Fire Department

Requested Amount: $201,834

Explanation of Request: The funding would be used to purchase updated CPR and defibrillator equipment for LA County Fire Department personnel in Pomona to provide improved levels of emergency care for those suffering from cardiac arrest. The project is an appropriate use of taxpayer funds because new, more advanced equipment will help increase the chances of patient survival from cardiac events and improve the public health.

Proposed Recipient: Three Valleys Municipal Water District

Address: 1021 E Miramar Avenue, Claremont, CA 91711

Requested Amount: $2,000,000

Explanation of Request: The funding would be used to reduce water costs for the residents of Pomona by reopening a well in the city and constructing groundwater treatment technology to ensure the water meets safe drinking water standards. The project is an appropriate use of taxpayer funds because it would help lower consumer costs, address environmental health issues, and alleviate current water access issues in the region.

Requested Amount: $100,000

Explanation of Request: The funding would be used to provide support, mentorship, and hands-on learning opportunities to inspire and prepare students for to pursue health professional degrees and careers as health care professionals. This project is an appropriate use of taxpayer funds because it will support and mentor students interested in health related professions, and prepare them to use those skills to aid their local communities.

Address: 777 E. Rialto Avenue, San Bernardino, CA. 92415

Requested Amount: $2,280,000

Explanation of Request: The funding would be used requesting rehabilitate the food court at Prado Regional Park to meet current ADA and Environmental Health standards in order to make it more accessible to the public. The project is an appropriate use of taxpayer funds because it will provide needed improvements to ensure that all residents and visitors have public access to food, water, camping supplies, and hygiene facilities.

Project Title: STEM Symposium Expansion

Proposed Recipient: Ontario-Montclair School District

Address: 950 West D Street, Ontario, CA 91762

Requested Amount: $272,077

Explanation of Request: The funding would be used to expand and enhance the school district's current district-wide STEM Symposium into a community partnership that also includes the arts and other elements of technology, which would provide additional educational opportunities for students. The project would be an appropriate use of taxpayer funds because it will expand students' access to learning opportunities in STEAM subjects like Science, Technology, Engineering, Art, and Math.

Requested Amount: $2,000,000

Explanation of Request: The funding would be used to reopen two wells and construct a new facility to ensure the water meets safe water drinking standards. The project is an appropriate use of taxpayer funds because funding would help alleviate current water shortage issues in the region, and protect residents by ensuring access to safe drinking water.

Project Recipient: San Bernardino County

Address: 385 N. Arrowhead Avenue, San Bernardino, CA 92415

Requested Amount: $1,500,000

Explanation of Request: The funding would be used to provide students near two elementary schools in unincorporated Fontana with a safer environment when walking to school by installing crosswalks, ADA curb ramps, and widening and reconstructing sidewalks. The project would be a valuable use of taxpayer funds because it will improve the safety of students, protect resident safety, and make local schools more accessible.
